Improvements

• Topic Browser updates are around 60% smaller on instances with many topics, because per-topic metadata is no longer resent with every refresh. This helps most on slow or metered connections

Fixes

• Instances with large configurations no longer run out of time in the control loop, which previously caused "not enough time left to reconcile" error log messages.
